Right click the measure, or Ctrl + Click. A menu should appear, press Measure Properties. Choose 2/4 in actual duration.

if you want to right click on mac, click with two fingers at once
Hello, for me, on my Mac, when I control click on a bar it just adds random notes and rests and there does not seem to be any way to add one beat to the end of a bar. In this case, in what is supposed to be common time, it refuses to allow the 4th beat because I have two triplets in the bar.

Two triplets with quarter notes take up four beats, so that would be correct. Two triplets with eighth notes would take up two beats, so you would have two beats to fill, not one.
To change the number of beats in a measure, first, make sure that you are not in any input mode. (Easiest way is to simply press Esc two or three times.)
Then right-click or Ctrl+click on blank space in the measure. If it adds notes, you have Ctrl+clicked (or right-clicked) on a note or rest. When you right-click (or Ctrl+click) in the correct place, you will get the context menu described above.
