Reduce layout is stubborn on 2 measures

The attached score shows that measures 1 and 2 take up an entire system. Yet Measures 3 -12, which are basically the same content are reduced to 3 measures per system.
What is preventing me from being able to reduce measures 1 and 2, so as to have a more normalized layout?

The time signature is the difference between the width of system 1 and the following systems. Shoichi is correct, change the Scaling in Layout->Page settings to make everything smaller to fit more lines on a staff. Other simple methods failed.
