Select all chord changes in or on a grand staff and move to the alternate.
I would like to move all changes from over the top staff to in between the staves or visa versa in one operation.

Select them all (e.g., select click one, Select / All Similar Elements in Same Staff), then press "X" to move them below. Or Ctrl+X to cut, then paste to bottom staff.

Will that work on a segment of the full staff? Let's say 8 contiguous bars.

Sure, both of those work. Just select the eight bars, then right-click one chord symbol, Select / All Similar Elements in Range Selection. Then either the "X" to flip or the cut & paste.
