Mystery Plus Signs Over Certain Measures
If you look at the top line of the uploaded file, you will see that measures 3 and 6 have plus signs over them, even though they have the right number of notes for a 4/4 measure. What are the plus signs trying to tell me?

I don't know exactly what you did, but it looks like you merged measures 2 & 3 together then inserted a barline before the 16th notes to make it look like two measures.
I noticed a few things, when I select one, the other gets selected with it. If I look at measure properties the actual duration is 32/16 (twice what it should be at 4/4). I can delete the barline. The barlines between real measures cannot be deleted.
So the final answer is that the blue plus has exposed your attempt to fix what was probably not an intentional mistake.
The quickest fix is to delete the fake barline, select the first note of the second measure, then use Tools->Measures->Split measure... to make the 8 beat measure two 4 beat measures.
