The TempoChange Plugin
The TempoChange Plugin won't work for me at all, I used both links for the plugin(because I forgot the exact version I had) and neither one would work, I have know idea why, please help.

Let's start with some basic debugging questions to see if we can determine what "doesn't work" means:
1. Which MuseScore version do you have? (See Help → About…)
2. Did you unzip the downloaded file?
3. Where did you place the resulting folder?
4. Does it show up in the Plugin Manager?
5. Once enabled, does it show up in the Plugin Menu?
6. Have you selected a range (blue rectangle) when trying to run it?
7. Does the plugin window show up? If so, what are you seeing?

Let me see about placing it in download, that could be the problem.

So the error lies already in step 2:
What you download is a zip-archive, which is something MuseScore can't read directly; you'll need to unzip it. Given you're on Windows:
1. Open up explorer (default shortcut WindowsKey + E)
2. Navigate to your download folder
3. Right-click the
MuseScore_TempoChanges-3.3.0.zip
file4. In that popup-menu, choose
Extract All…
5. Click on the
Browse…
button of that dialog6. Navigate to
Documents\MuseScore3\Plugins
and click onSelect Folder
7. Click on
Extract
When you now launch MuseScore, the plugin should show up in the Plugin Manager, where you can tick the checkbox to enable it within MuseScore.
