[ trunk ] Opening many palettes makes program window grow longer

I am using Win7. I have the MS window set to almost the full height of my panel. When I start opening multiple palettes starting with the top one and going down, at some point when enough palettes are open (for me it's 5) the MS window height will start increasing beyond the taskbar, on its own, pushing the navigator out of reach. No application should adjust its own height, esp well past the bottom of the screen. Once the MS window is like this, even closing up all the palettes you can, you now have to manually bring the window size back down.

The palettes should start closing or shrinking (or something) to accomodate others being opend, but the MS window height must not be adjusted.
