No, I'm afraid that one requires a Dropbox account to access. Try going back to Google Drive, right-click the file name, choose "Share…", and then click the Advanced button in the bottom left corner to make it public.

It certainly functions. I'm afraid I'm not likely to ever want to use it, but I'm not in a position to say whether it creates the effect you wanted.
