16th rest + dotted 8th not playing right
The dotted 8th is not coming in on the "ee" of a beat (as in one-ee-and-uh). It also doesn't come in on the "uh" for that matter. In fact it's coming in god knows where. It doesn't matter if it's tied to the first note of the next bar or not.
Is this a quantizing problem with the midi player?

I notated your example along with an additional timing variation. Play the attachment, which also shows a waveform image. I hear/see no problem with playback.
Also, I chose a slow tempo - you can even use the metronome to count the beats.

In order to understand what is going on, we'd need you to attach the actual score, not just a picture of it. It's possible you have some setting that is affect the rhythm (eg, if you have it set to swing sixteenths), or it could be an illusion caused by the particular sound you are using not having a quick enough attack for you to accurately hear where it starts.
