I am using nightly 4318. I've not used Parts much yet, so I am playing with it now. I think the simple solution to part of this issue is to force the entry of part names, no blanks allowed. To allow a user to delete (or not enter) a part name makes no sense, and the Part dialog becomes basically unusable or un-navigable. Also, the tabs in the score display have nothing in them so you can't tell them apart.
I also crashed the program just by deleting a part. Sometimes you delete a part but the part still shows in the score listing. When I deleted all the parts and tried to close the score (with discard) the program crashed.
Question: how do you change part names once you create them?

It doesn't crash at the moment, but I'm still wary because of: #11835: [Trunk] Part does not create/delete until you close box
