It's easier to use "D.C. al coda"
edited: right sequence;-)

The question was about the repeats I have used.
But I neglected to say how it plays.
Musescore plays (Verse),(1), (Verse),(2), (Verse),(2),(3),(4).
Is it the way I have labeled the lines?

I've had this problem, too. There's something odd about Voltas in MuseScore once you have more than three, and nesting "To Coda" or "To Finale" within a Volta doesn't really work, though I have used DC al Finale and "hidden" it and the "To Finale" so it will play back sort of right.
If you want it for your own MIDI generation, just add a bunch of measures, then copy and paste the chunks the way you want into one huge score.
The application, website, and Android application don't always treat jumps the same.
I don't see it will get fixed very soon, though it might.

One thing you could do is to change the repeat list in Volta properties in the first Volta (right click on Volta, repeat list "1, 3"). For the reader of your music sheet the order is clear. But for playback of the fourth verse + Volta 4 you will need a "D.C. al Coda".
