Piano treble and base not the same piano
I had begun a score only with the treble clef.
Then I added a base clef by adding a piano with the treble clef removed.
It looks OK except that the repeat barlines don't
connect from base clef to treble clef.
Is there a way to make these two clefs like they would be if
Musescore thought it was one piano score?

You can make it look like it by double-clicking a barline and extending it through both staves, and adding a brace from the Brackets palette, but it will still function as two separate instruments (two instrument names, two channels in the Mixer, etc.). Even at this point, I would still suggest adding an additional staff to the first piano instrument, copying and pasting, then deleting the lone bass clef staff.

Yes that is what I was trying to do,
"add an additional clef to the first piano instrument
but cannot figure out how without doing it over again.
Are you saying, "do it over again"?

Press [i] to open the same Instruments dialog that I assume you used before, click the treble clef in the list on the right, and click the "Add Staff" button.

I don't see an [I].
I have been going to edit-instruments.

I figured out the copying for easy mode and
basically did it over again mostly by copying.
Thanks for all the education.
