Tablature staff formats incorrectly until refresh

Windows 10, latest code. Steps to reproduce:
- open the attached file.
NOTE: the odd 1/8th note flag vertical placement and orientation for the tablature staff
NOTE: the vertical spacing between the two staves (it's too big)
- refresh the layout by either:
+ selecting the entire first measure, top staff, and pressing
+ selecting a note in the tab staff and clicking on the up or down arrows to change the pitch/finger
- now the score looks correct!

AFAIK, this has been a bug for a while. I've seen it since at least June 22 of this year.
