Cannot extend multi-voice note into next measure

- MS 1.1 winxp
- enter 4 quarter notes in secondary voice to fill a 4/4 measure
- insert an empty measure following the measure with the notes
- select the last note and attempt to change its duration to a half note

result: note duration does not change
expected result: quarter tied to new quarter in the next measure

note: this operation does work for voice 1, and also will work if there are secondary voice notes already present in the subsequent measure.
