Partially solved sometime before commit 452cba15d1.
Solved:
When adding new time signature(s) to the master palette|time signatures, they ARE added to the master palette.
Not solved:
Newly added time sigs are not saved: upon closing and re-starting MuseScore, they are lost.
Work-around:
1) Create the needed time signature in the master palette
2) Before closing MuseScore, drag it to the F9 palette|time sigs: there, it will stick
EITHER
making changes to the master palette|time signatures permanent
OR
providing a way to add time sigs directly to the F9 palette
would make user interface more straightforward and intuitive.
