It would probably not make into 2.0 unless someone tackle the bug below. Yes. It's a known issue: #2914: Add a swing/shuffle effect to playback/export
And yes, the option has been removed for the coming 2.0. It would probably not make into 2.0 unless someone tackle the bug below.
