breaks and spacers do not transfer to the parts
I have parts where the beam systems collide, the stave space up and down in the full score do not transfer, looks as if I might have to ask people to play parts which look a mess.

In general, layout is totally different between score and parts. A measure might be on one system for the score and a totally different system for parts. So it normally wouldn't make sense to have spacers be the same - the conditions that made them necessary in one place usually won't apply in the other. Sure, it might accidentally happen to work out that a spacer is needed in the same measure for some given score, but that's going to be the exception rather than the rule. So that's why you need to handle that exceptional case yourself.
