Cannot open MuseScore
Just loaded it in, can't open it from anywhere. Not from the desktop, nor from the pinned bar, nor from the source folder.
Using MuseScore 2, and Windows 7.

It is showing as running in your task manager?
When you attempt to run it, do you get any feedback telling you it's trying to run, even the circle of death cursor?

no loading cursor, and my task manager is kinda broken and only shows the network connections

Did you recently change your windows configuration. Add/Remove features. Attempt to upgrade? Are other programs working correctly? You task manager should not be "broke" in any way.
Did you install from here?:

Try to start MuseScore from Terminal (cmd.exe) and run MuseScore.exe. Any messages?

For example start the console via start->programs->accessories->command prompt

i know how to start cmd.exe, i don't know how to get it to start musescore

If typing musescore doesn't work you will need to navigate to the folder where musescore resides.
I would use these commands typed exactly pressing return after each.
cd\
cd "Program Files (x86)"
cd MuseScore2
This is assuming that your program file is in the folder c:\Program Files (x86)\MuseScore2
If it is somewhere else then you will need to use the cd (change directory) command to navigate to it's folder. If there is a space in the directory name it has to be in quotes like I showed you. You might be able to just type
cd c:\"Program Files (x86)"\MuseScore2
But I don't remember if that is correct.

Same result as running it from windows. Try typing musescore -f

Further:
"Look for MuseScore.exe on your computer. The location may vary depending on your installation, but it is probably something similar to My Computer → Local Disk → Program Files (or Program Files (x86)) → MuseScore 2 → bin → MuseScore.exe"

The portable version says another instance of MuseScore is already running, although my screen says otherwise.

So there seems to be to run a process from MusScore. But you wrote, you can't find this in the task manager to kill it as it should. Maybe restart your Computer and try to run the portable version again.

Just an other guess: Are you using an anti-virus software? Could you deactivate it for a moment and try to start MuseScore?

@pikafrenzy, maybe you do not need it but... make sure Windows Firewall is running
