Question about Nightly Build Version 2.0.0 Rev. a3d95d7

Version 1.2 has a menu item: Create-->Time Signature to create a non-standard time signature. Does anyone know where this is hiding in Version 2.0.0.0 nightly build? I have looked all over and can't seem to find it.
