Unidentified notation

This excerpt is from a Japanese book - it transcribes the vocals, guitar and bass.

However, there are numbers below the bass notes - does anyone know what they are for?

At the beginning of the score, there's an explanation for the bass - would anyone be willing to translate it?

The top number could refer to string where 1, 2, 3, 4 correspond to the G, D, A and E strings of a bass guitar. If the bottom number refers to frets/fingering this gives:

3/3 = 3rd fret on A string = C
3/1 = 1st fret on A string = Bb
3/0 = open A string
4/3 = 3rd fret on E string = G
4/1 = 1st fret on E string = F,

which correspond to the notated music.

"At (rehearsal letters) C, D, and E, and particularly C and D, notice that the first time, repeat and dal segno all have the phrase differently. For the phrases [in?] 4ths and 5ths take care that the previous note is not still sounding."

Roughly. I don't do guitar, and can't see what is being talked about, which makes it *much* harder.
