IMHO no, there are links from one to the other, that ought to be enough

Well, IMHO, a too fine separation of similar info causes extra clicks and I know my own frustration when I have to "extra" click. I think it is a discouragement.
All searches for similar information should point to the same link, I think.
I look forward to other responses.

The tool deals with system breakes only (and there are other Tools mentioned on thze same page), the palette with system-, page- and section breeals and with spacers, better not mix things up

Maybe the cross-linking can get improved, to make it more obvious.
