When you make PARTS of each instrument . in FILE----PARTS-----you choose, you name, and when you close, the part appears at the top of your work, with the name of your work, you click the part to open it.
These are called multimeasure rests. As mentioned above, they happen automatically when you generate parts from your score. But if for some reason you need to enable them manually - like if you have no intention of entering a full score but are just copying a single part - just press "M" after entering the music, and any adjacent empty measures will eb converted to multimeasure rests.
