How To:
Does MuseScore have the ability to enter caesurae, ritenuto, or ritardandos?

Rit. and other text can be added using staff or system text. (Create → Text → Staff Text). You can use F2 during text editing to make a particular text italic or use Style → Edit Text Style to make all Staff Text italic for example.
I guess there's no caesurae yet.

Thanks for the reply.
I knew about entering the text. What I intended was to actually cause the playback
to slow down. I accomplished this by changing the tempo and then just adding the
text.

Today, for example, click on a note then Ctrl + T.

Note the post you are responding to is from 2008! Much has changed since then. In current versions, see the "Add" menu, also see the Text and the Tempo palettes, also see the Handbook under "Text" and "Tempo" for more information.
