Instruments option in Layout????

Please put the option of adding or changing instruments back to someplace INTUITIVE!! Having it in something mysteriously called Layout, which is not a palette called Layout but something else, is just weird. Musescore used to have an Instruments option in the View menu. No longer. What's with that??
