How to add a "Ghost" Measure for just one instrument?

So I'm not quite sure how to explain this so it's better shown by picture bellow, which is of the score from Holst's "Jupiter" from The Planets. At the beginning the Timpani have a diagram showing the notes that they should tune to. If anyone knows how to do this that would be wonderful, if not then a workaround would be great.

PS I'm aware of the "hide empty staves" function but I've already messed with that and it doesn't achieve the result I'm looking for for various reasons.
