but it just says it can be done but not what steps to take to accomplish this.

Right click the measure and select Measure Properties. The Nominal duration of the measure shows the time signature applied to that measure. Change the Actual Duration to how long you want the measure to be. You can type the top number and click the bottom number to select that. So if you want a pickup measure of 3/32 then type 3 in the first square, click the bottom number and select 32.
Below that is a checkbox that allows you to exclude the measure from the count. Be aware that if you look in the status bar, the measure will be counted, but if you enable measure numbers they will be numbered correctly. The Status bar always shows the physical measure number.
