moves for space on the score
I have a treble clef score on one page.
The top half (approx.) has two lyrics, and the bottom half has one.
How do I best adjust the vertical space neatly?
I also want to adjust the horizontal, but stretch is for small amounts.
How can I insert a horizontal space without inserting rest measures?

Use a horizontal frame. It will go before the measure you select and can have it's width adjusted by double clicking it and dragging the blue square around. You can also put a line break on a frame if you need to.

Thanks, the horizontal frame insert worked beautifully for me.
For vertical I adjust the top and bottom lyrics space, but
the total space for one lyrics (bottom half of score) remains the
same as for two lyrics (top half of score).

Again, in order to understand, we wouold need you to attach your score, using the controls right below where you type your post. It is perfectly possible to have different space if conditions allow / deamnd it, but it depends on a number of factors like your min/max system distance, number of systems on the page, presence of spacers, etc.
Hard to say without seeing the score (the actual file, not just a picture). Default vertical spacing should normally be good, so until we see what you are dealing and what you'd rather see instead, it's hard to advise.
Stretch is for big amounts too. Just hit "{" or "}" as often as desired. You can also change the default spacing - the thing that stretch is applied relative to - via Style / General / Measure.
As for horizontal space, this depends on where you instead to insert it and why. As mentioned, horizontal frames are one possibility.
