Double caesura created in score with parts

This was discovered in 2.0.3.

Steps to produce the problem:

Create a score in 4/4 with parts - this does not happen is scores with no parts
Change one of the measures to a dotted 1/2 rest followed by a 1/4 rest.
Insert an item from the Breaths & Pauses palette after the dotted 1/2 rest
Enter a 3/4 time signature into the measure with the pause

Result is two casurae displayed on either side of the bar line. Deleting one will cause the other to be deleted. The two caesurae can be moved independently.

Expected results:
1. There should only be one caesura before the bar line.

There is an easy work around for this problem - don't enter the caesura until the time signature is changed so I marked this as minor.
