shift-arrow does not move note, it creates a selection
I had thought that with MuseScore 2, or at least 2.2, that I would swap two notes by clicking on the first and and then using the shift-rightArrow to swap with the second. At least the documentation suggest that is so (see https://musescore.org/en/handbook/note-input).
However, instead of moving the selected note forward or backward, using Shift-RightArrow simply starts extending the selection.
Am I doing something wrong?
(Doing this with MuseScore 2.2.1 on macOS.)

You must be in note input mode for this to work.

Yes, I tried that as well and it doesn't work -- except for the last note of the score. I cannot swap any notes in the score, just the last one.
My use case is this. In some measure in the middle of the piece I have a dotted quarter note. I reduce it to a quarter note and MuseScore then inserts an eight note rest. I want to then move that rest past the next note. I can't just swap the new rest with the following note.
It seems like I should just be able to select one or more notes and shift them forward or backward in the score.
I'm not sure why I'm only permitted to swap the last two notes of a score.

This only works with notes, not rests. You'll have to use cut and paste or simply start over to fix it.

Cut and paste seems to be the way to go.
Even with just notes, shift-arrow only works with the last note of a score (or maybe just the most recently entered note).

Gaagh. Now the shift-rightarrow is working for notes within a score. I had closed and reopened MuseScore (for another purpose) and now I find it working. Lesson learned.

The real limitation with Shift+arrow for exchanging notes is that they have to be the same duration.
