Cutting out an instrument for a movement
I'm working on a composition with two horns that I want to omit from the second movement entirely. I know there is a function that can omit instruments when they're not playing, but it applies to the whole score. I only want one particular section.

You can use Style->General->Hide empty staves. This will hide an instrument any time there is a system where it has no notes. If there are instruments you do not want this to apply to, then right click that instruments staff, choose staff properties and Check "Never Hide". If this still leaves an instrument not working properly explain the issue and someone can give details on how to or how not to hide it.
I guess you're saying you don't want that instrument hidden when not playing in other movements? Only way to do that is enter some dummy content (eg, invisible notes in another voice). It's definitely an area where there is room for improvement.
