Yes, of course
Go to Edit / Instruments, add instruments or staves as you ee fit, then use the Clefs palette if necessary to customize further. But if you add two instrument normally use treble clef (eg, flute and clarinet) then it will already be two treble clefs. Only if you are using an instrument that normally uses bass clef would you need to change it after creating the score.
