I would like to place some text below the last system on a page ... how do I do that... similar to what one would do in Word as a footer....

The footer is found in Style / General (Format / Style for 3.0). You can also add a frame from the Frames & Measures palette or Add / Frames and add text to that.
Old question but I'm having the same issue, I want to add some rehearsal notes to the bottom of page 4 of an 11 page piece. Going into the Header/Footer Style only lets me add text to all the odd or even pages, how do I add some footer text to one specific page?
I tried using a vertical frame but I can't figure out how to force it to stick to the bottom of the page. If I drag it to the first measure of the last system on the page it forces that system to the next page, and then if I adjust the height to make it smaller it pulls that system back onto the page but it appears above the last system rather than below it (in between the last two systems). If I drag it to any other measure in the last system on the page it just appears at the top of the next page and changing the height doesn't move it. See screenshots below for what I'm talking about.

Apply a page break to the (text-) frame itself:
Select the frame and hit CTR + ENTER.
