Cannot select frame type in text styles

When creating/editing text styles, such as a Rehearsal Mark or Frame Text styles, one cannot select whether there is a frame around the text or not, and one cannot select the frame type (square, circle etc.) or the border radius. The functionality is either missing or broken.

To reproduce, go to Format > Style, and then scroll to the bottom and select Text Styles.

On the right-hand-side, there is an unusable Frame drop-down menu.

This is the missing/broken functionality.
