Rests don't assume proper duration
Xp Pro sp3 - 9.6 r2059
Please see attached score.
I want to add a voice similar to the top voice, LH in bar 2 to bar 14.
However, when I try to place the 1/2 rest at the beginning of the bar, a quarter rest only shjows and the number of beats in the bar are improper for that voice. Additionally when I select a rest in a bar and try to change it's duration, the durational change takes place in the following bar.

It is odd behavior. Are you able to list steps to reproduce this starting with a new score?

I will try.
The one thing that I know I did was use ctrl + note to add another note to a voice instead of shift + note. This was earlier in the score.
This may have caused the problem?

See attached score.
1. Start new score
2. Add keysignature
3. Add notes in voice 2. Exit note entry mode.
4. Select 1 note
5. Select ctrl+note "accidently" instead of shift+note to add note to chord.

I don't see anything wrong with the rests in the file you attached in the ctrl+note comment above. Could you describe the behavior you expected and the behavior that actually happened? In step 5 are you adding the note using the mouse, computer keyboard, MIDI keyboard?

I added the wrong file, and have since deleted it.
However I believe it is the same as http://www.musescore.org/en/node/2828
