In the past, when Thomas was still running this, yes, "refund granted, no questions asked". But I believe this has change lately, it seems MuseScore's new owner, UltimateGuitar, has a stricter policy there.

I haven't said that and I really can't answer that question (with any authority), only support@musescore.com can. And as far as I know they are in a holiday period currently, so delays in a reply are to be expected.
