When I imported 2 pdf files of music sheet, I was giving an error said it's done by older version
It says since those two files was done by older version of muscre, I have to reset elements, and when I done that it was showing blank. I tried use older version of musescore, still nothing.

The converter on musescore.com still uses MuseScore 2, that's why that message shows when opening the conversion result in 3.0.
The conver uses Audiveris under the covers, and I think it doesn't use the latest version, that may give better results

So what should I do? Can you give me some help? Also what's the best music transcription software to use? I mean to turn songs into midi. Sebelius is way too expensive.

As a converter, OMR (Optical Music Recognition), as mentioned above, try Audiveris. Or maybe SharpEye
Won't work well for the 2nd PDF, as that has a TAB staff.
As a software for transcription use MuseScore, transcribing it manually
