If you mean append to the last measure before a section break, you actually have to insert the measures before the next measure and then move the section break.
There is currently a bug (#283152: Crash when removing a section break, or by various editing work before it, in a score with parts and MM rests ) that is scheduled to be fixed that you need to be aware of. When you insert the measures, you need to enter your notes before you move the section break. If you move the section break and then add notes to the empty measures you will get a crash.

I know how to append to the end of a score. There is presently no way to append to the end of a section. You have to go to the last measure of the section and insert measures, which means you then have to move the contents of the last measure to before the newly inserted bars (i.e., where it should be with respect to the music you wish to append). That sometimes causes problems that take time to fix.
