Once the Tours feature is turned off, it will not resume even if "Show tours" is ticked in "Help" and "Preferences." It seems that Tours will only resume if, in addition, you click on "Reset Tours" (Help menu), then close and restart the program.

Which tour specific is not showing, and are you positive that it was not viewed before? It's normal that tours already viewed won't appear again unless you do a Reset - that's why that option exists.
Make sure "Show Tours" is ticked, then click "Reset Tours" (Help). Close and reopen the program. Halfway through the tour click "Close" (this leaves "Show Tours" still ticked). The problem now is: how do you get the tour to resume? AFAICS, the only way to see the tour again is to click "Reset Tours", then close and reopen the program. There should be a "Resume Tour" option.
If you terminate the tour by unticking "Continue showing tours" then "Close", the "Show Tours" option should be unticked: but it isn't. You have to close then reopen the program to update the checkbox.

As for the first part, sounds like a suggestion and not a major bug. As for the second part, I believe I mentioned this to Marc some time ago and don’t remember what came of it.
Indeed. To be clear, the startup tour is but one of many tours. Once you start viewing it, it is marked viewed and you won't see it again unless you reset. Only tours you have not even begun viewing will continue to appear. This is correct and expected behavior. So I am not understanding what additional functionality you would propose for a "resume" command - it seems "reset" already does it. It's a startup tour, designed to show on startup.
Now, separately from this, it would be nice to see a menu of all toirs that you can view at your leisure. So I'm changing this to reflect that.
As for any glitches where the checkboxes are not synced properly between the preferences dialog and menu, please file a separate bug report with precise steps to reproduce.
