Elements above top system can cross into margin and off page

New score, no title frame, add a note to first measure, move it high above the staff - eventually it goes right off the page. There's a check intended to prevent this but there is sign error (minus instead of plus) in the calculation, causing the minTop() to be ignored. Reported at https://musescore.org/en/node/281328
