When setting add/remove line breaks to 4 measure, adding a pickup shouldn't count as a measure. Also When you finish a page you should be able to start fresh on a new page without having to add measure to the previous page making it untidy and insufferable.

Pickup measures count for adding system breaks. If you want to start with 5 measures on the first system, then insert that system break and select the rest of the score then select add/remove system breaks.
