If this doesn't solve the problem, you need to be more specific.
I cannot remove selected bars via shortcuts, neither I can do it via the menu...

Shortcuts do not work...
I can remove them via Ctrl + Del (OS: Windows 7 SP 1 (6.1), Arch.: i386, MuseScore version (32-bit): 3.0.3.5734, revision: 5a0be2a)

I'm on Windows 10 and I still cannot do it via shortcuts, neither I can via menu...

I have to quit the working session in order to be able - once re-opened - to delete measure...
Do you have to leave MuseScore and go back all the time to make shortcuts work or is it intermittent?

I've just noticed the issue with this score (the one attached to this reporting) and with this 3.0.3.5734 version
I use Windows 10 and don't have this problem. I'm curious if you use the number pad del or he one between the keyboard and keypad. If you use the numeric key pad, did you by chance press num-lock by accident?
Could also be you accidentally clobbered the shortcut for this in Edit / Preferences / Shortcuts. Maybe go there and reset them to the default, and/or use Help / Revert to Factory Settings, if this happens again.
I always try to avoid 'Revert to factory settings' when possible because I have custom work spaces and shortcuts. It takes too long to restore them.

As I said before: in that case, it didn't work the command through the Menu either (or the mouse right-click, for that matter)... However, the ordinary shortcut works regularly, but sometimes I get into this bug (honestly, at times I found the same issue with the former versions too)...
Do you have some weird system setup like an Italian keyboard with the system language set to English or some similar discrepancy between the two?
