Half-hearted "Edit/Preferences/Continue last session"

"Continue last session" doesn't, at least not fully.

I often need a half dozen or so files open in the workspace. Some of them have been changed in the present session, some haven't. If I restart MuseScore (currently 3.0.4.) -- which is necessary now and then -- it seems that only those files that have been changed in the last session are restored.

Can "Edit/Preferences/Continue last session" be made to do what it says? I see that the "File/Open Recent" option displays some rather curious choices from times past. Could that be a related problem?
