Choosing the instruments shown on each page

I feel that there should be more flexibility in formatting big ensemble scores. This includes the point I want to talk about here, which is being able to choose which staves to show on each page. An outline of how it could work:

1. Non-empty staves will appear by default;
2. When "hide empty staves" is turned on, you will have the option of making selected empty staves reappear on a particular page.

This stems from the frustration I feel whenever I work with large numbers of staves and want to simplify things more, but when I need to write something for a hidden part, I have to go back to deselect the "hide empty staves" option which is a hindrance.
