After a splitting a measure, staff lines and a barline are not drawn with rest in split measure

Score with to staffs. Split measure from 4/4 to 3/4 and 1/4 for inserting system break. Top staff has rest in that 1/4 measure. Staff lines and measure bars are not drawn for that staff. When inserting a note in that measure, staff is drawn.
When tried to reproduce with shorter/simpler score, the split measure is drawn correct.

Right click ->Staff properties... and deselecting "cutaway" should solve this problem, doesn't it?
Yes, that solves the problem. Thanks....
So to be clear: this is correct behavior, right? This is what the cutaway option is for.
