I could tell you to try a factory rest, but that is extreme in my opinion, because any shortcuts you defined or custom workspaces will be lost. I hate doing factor resets because it takes days to get my system back to how I like it. You will also not know what caused the problem. If you have the problem again, you won't know what you did wrong.
You say you can't use something - what specifically can't you use? What are you doing precisely (clicking some particular button?), what do you expect to see happen, what happens instead?
