Chord symbols: default horizontal placement is different from MS 2.3

Open the attached file. Take the reset or not, and compare the layout of chord symbols to those in MS 2.3. In blank measures the symbols are further to the right in 3.x than in 2.3.

Indeed, 2.x placement was not really good for empty measures, this is more as it should be now.
To see why the old placement was not good, try adding another staff, then adding notes to that staff. The chord moves to align with the note, as it should, since they are on the same beat. Thus showing this was the right position all along.
