Two different tempos

I have wound up with two different tempos in equal number of measures. (Bars 1 through 3 are at 116 which is different than bars 4 through 28.)How did this happen and how to solve it? That is the question.

Set the desired tempo (100bpm) at the beginning of the score so it doesn't change at bar 3.
