Two direction repeats
I am trying to place a two direction repeat. The online manual shows it in the repeats and jumps pallet. It does not appear in my pallet. It seems like last time I was on I was able to click both the back repeat and the forward repeat and both would appear but that is not happening this time.

Interesting. I have it / don't have it in my pallet depending on my workspace selection (dropdown menu at the bottom of the pallette)...I see in your screenshot, the "advanced" workspace is active, so you should have the the two directional repeat in your pallet..The workaround was to add an end repeat to one bar and a start repeat to the next bar...visually no difference and concerning playback no difference as well. But still just a workaround.

Yeah. It's a mid-measure repeat. If I click on the dotted half note, it adds the repeat to the end of the measure after the two eight notes. Its seems like previously I could click on both repeats and they would show up but now it's overriding whatever I had previously. Maybe when I was able to do that the repeat was at the end of a measure.

Mid-measure repeats don't play back, so better split the measure first

Split the measure? I don't really care about playback just appropriate transcription of the melody. And mid measure repeats used to play back. I have not been impressed by any of the changes in v3

Mid measure repeats never played back

Indeed, they never played back, and they also did not produce optimum layout. If you cared about either playback or correct notation, it was always better to split the measure then add the repeat(s).
The end/start repeat barline is available again in 3.1 Beta 2, released today. But it really is 2 barlines, end repeat in one measure, start repeat in the next
