Uh-oh...
I just now tested it and found that going from Basic to Advanced does produce all the palettes and toolbar items.
However...
When going from Basic to a "child of it", the note input toolbar remains simplified, though the palettes do expand.
I'm on Windows 10, and I tried with both MuseScore 3.0.5 and with 3.1 RC. with the same results.
The workaround is to go stepwise through Basic -> Advanced -> Customized (i.e., child).

You need the "Advanced" workspace (or a child of it), selectable at the lower left of the frame, where workspaces are listed.

That is correct. A custom palette is based upon the palette you are viewing.
