Control staff on which note appears

In measure 1 of the attached score, the sequence of three 8th notes E-G#-C# looks as if it's part of Staff 2, but the properties of the notes reveal it to be assigned to staff 1. How does one get it to appear as it does, rather than as shown in measure 2, with the stems referenced to Staff 1?
