For example:
Drag the fermata in measure 3 above the mf dynamic. Then use the Inspector Y-offset to move the lower dynamic. Result: both symbols move. Workaround is to turn autoplacement off for one or other symbol.

This is correct. Unless you disable autoplace, both elements are still respecting the skyline, even though you've specifically told the fermata to overlap it by a specific amount (the amount given by minimum distance). So the overlap you created is preserved.
